Ethically speaking the moon is owned by the Muslims because that forms a significant part in the symbols of their religion. We must not hurt the sentiments of some segments of the people by desecrating the moon by landing there and carrying out research work.

If the moon is colonised someday and made inhabitable then it must be divided into parts in proportion to the landmass owned by various countries on earth. For that let the war begin in Planet Earth.

No one owns the moon except for those who are able to develop science and technology to reach it. The only persons to own the moon would be the one who can set up base there and conquer as much as lunar landscape as they can for their sponsors (which may be their own countries, group of countries or private enterprise).
